Summary0014286: Rewrite code for 'skip' audit info in local enforcement change to use new dal feature instead of trigger
DescriptionChanging local enforcement uses a db-trigger to work around the updated/'db has local changes' issue. After 14276 was implemented there's a new dal-function to just not update the 'updated'-column.

The workaround code in the trigger should be removed and the java code changed to use the new feature.
