0048539: Add hooks to OB.UTIL.localStorage to be notified when a value is updated

DescriptionIt would be useful to be able to be notified when the value of a given key is updated (i.e. because OB.UTIL.localStorage.setItem or OB.UTIL.localStorage.clearNoConfirmation is updated).
